We design and build custom homes in Manning and the river suburbs of the City of South Perth.
Our projects typically start at $1.5M for the build, excluding land. A Trendsetter home is in progress here, and this page sets out what the City's 2024 scheme, the Manning Road and Welwyn Avenue changes and the river rules mean for a new house on a Manning block.

Our homes in Manning
Conochie Crescent is a modern home in progress on a 427 m2 block in Manning, due for completion in 2026. Visiting a home in progress shows how the structure and services go together before the finishes close over them. Our nearest finished home is Redmond Street in Salter Point (September 2021, 374 m2), and Hurlingham Road in South Perth (756 m2) is in progress for 2027.
Private tours are by invitation; ask us which of these can be visited.
Building in Manning: what changes
The scheme and the codes. Manning is in the City of South Perth under Local Planning Scheme No. 7, gazetted on 27 March 2024 and consolidated to Amendment 1 on 18 July 2025. Clause 26 makes no modifications to the R-Codes, so each lot carries a single code. Under the superseded Town Planning Scheme No. 6, the Precinct 12 Manning sheet carried R20 across the residential area with small R80 pockets and no dual-density schedule. The LPS 7 sheet covering Manning could not be downloaded, so current lot codes are unverified beyond the changes below; public mapping puts about 34.5% of the suburb's area in R20 and about 16% in R30. Confirm the current lot code under LPS 7 with the City of South Perth.
Welwyn Avenue and Manning Road. The City states that LPS 7 rezoned parts of the surrounds of the Welwyn Avenue (Manning Hub) Neighbourhood Centre from R20 to R30, with height now measured from natural ground level (7 m wall, 10 m pitched roof) rather than from the highest point of the block as TPS 6 did. The 2021 Local Planning Strategy goes further: at least R30 within 100 m of the north side of Manning Road and 200 m of the south side between Ley Street and Challenger Avenue, at least R50 within 200 m of the Welwyn Avenue centre, and at least R30 around it. Whether LPS 7 implemented each was not confirmed. Check whether the Manning Road and Welwyn Avenue recodings are in LPS 7.
Groundwater and flood. Manning sits on the Bassendean dune system, with groundwater anywhere from the surface to 10 m down. Table 7 of LPS 7 requires habitable floor levels at least 500 mm above the 1% AEP flood level including sea level rise, on all zoned land, and the strategy maps 1 in 100 year flood areas along the City's foreshores; the Canning River level in metres AHD for Manning was not found. Confirm the 1% AEP flood level for the lot from the DWER floodplain mapping.

The river and bushfire. Lots abutting the river reserve are in or beside the Swan Canning Development Control Area, where DBCA Policy 48 sets the dwelling setback at the lesser of 10 m or 20% of lot depth, requires open fencing above 1 m and limits retaining walls. The 2021 strategy names the southern foreshore in Salter Point, Manning and Waterford, and Davilak Reserve, as bushfire-prone. Point checks of the DFES map in central Manning and near Davilak Reserve on 31 October 2026 returned no designation, but the strategy predates the 2023 map review, so check the current map for a lot near the foreshore or the reserve. Check the lot's bushfire designation.
Trees and heritage. LPS 7 has no tree register. LPP 3.2 Tree Retention, adopted 26 August 2025, defines a regulated tree as 8.0 m or more high, 6.0 m or more in canopy, or 1.5 m or more in trunk circumference, and requires a development application for damage to one when other works are proposed. No State Register place is listed under Manning, the City's 79-place Local Heritage Inventory sits mostly in South Perth and Como, and no Manning place was found on the 2025 Heritage List.
Demolition and knockdown rebuild. Manning was subdivided in 1948 as the Manning Estate and annexed to the South Perth Road Board in 1955, so the house you replace is almost certainly post-war. The ABS counted 31 new house approvals in the Manning - Waterford statistical area in the 12 months to August 2026, against 30 the year before, with a combined value of $25.3 million. The City requires approval before most demolition, and a heritage-protected place needs development approval first. Confirm demolition requirements and the verge bond with the City of South Perth.
Rules change. Confirm the current codes for your lot with the City of South Perth or with us before you buy or design.

What a $1.5M+ build looks like in Manning
Our projects typically start at $1.5M for the build, excluding land. Our cost guide puts a Trendsetter home at $4,000 to $6,000+ per square metre, with builds from $1.5M to $4M and most between $1.5M and $3M. Manning's blocks were laid out in the 1948 estate and most carry a single R20 code, so the usual job is one new house replacing one post-war house. On a lot like Conochie Crescent, at 427 m2, the plan earns its outdoor space by going to two storeys; a wider lot can take a single level. Groundwater can sit close to the surface, which shapes the footings, and a foreshore lot adds the 500 mm flood freeboard and the Policy 48 setback.
How we work
Trendsetter Homes has designed and built custom homes across Perth since 1997. Design, construction and interiors are handled by one team, so the people who draw your home are the people who build it, and the interior designer is in the room from the first brief. Before you commit, we show you real homes: private tours of finished and in-progress client homes, by invitation, with no obligation. Many clients talk to us before they buy a block, and that is a good time to start.
The people you will work with
Design, construction and interiors are one team. These are the people you meet first.
Nearby suburbs we build in
Manning's neighbours sit under the same 2024 scheme, but Salter Point's escarpment rules and South Perth's heritage weight do not reach into Manning.
Nearby: Salter Point, South Perth.
Elsewhere in the river suburbs: Ardross, Bull Creek, Mount Pleasant.

Questions about building in Manning
Do I need approval to demolish a house in Manning?
The City of South Perth requires approval before most demolition work, and a heritage-protected place needs development approval under LPP 8.1 before the demolition permit. No Manning place was found on the City's 2025 Heritage List, so confirm the current requirements with the City.
What code is my block?
Most of Manning's streets were R20 under the old scheme. Local Planning Scheme No. 7, in force since 27 March 2024, keeps a single code on each lot with no local modifications to the R-Codes, and rezoned parts of the Welwyn Avenue centre surrounds to R30. The City's 2021 strategy also targets at least R30 along Manning Road, so check the current code before you buy.
Will I have to raise the floor level?
If the lot is within the mapped 1 in 100 year flood area, yes. Table 7 of LPS 7 requires habitable floor levels at least 500 mm above the 1% AEP flood level including sea level rise, on all zoned land. The level for Manning in metres AHD was not published in our sources; confirm it for the lot.
Can I remove a large tree on the block?
Not without a development application if it is a regulated tree and other works are proposed. Under LPP 3.2 Tree Retention, adopted 26 August 2025, a regulated tree is 8.0 m or more high, 6.0 m or more in canopy, or 1.5 m or more in trunk circumference.
